The OPFA WASTE Project – Operational Facility will be supporting LEAs of several different Member States on an EU-wide risk assessment on Transfrontier Shipments of Waste. The aim of this pre-investigative activity will be to enhance efficiency of law enforcement authorities in the use of their resources to target and detect suspicious movements of waste across and beyond European Union borders, as well as to highlight main loopholes within the shipment process. An international assessment would provide a better picture on waste trade and on possible trends and threats – feeding not only national authorities but also international bodies, such as the European Anti-Fraud Office (OLAF).

In this context, a team of experts guided by a Research Coordinator will be entrusted with collection and analysis of data from Customs, Police and Environmental authorities of participating countries on shipments of selected waste streams – both for intra EU shipments and exports outside the EU. The team will be composed by a Research Coordinator and a Researcher/Data Analyst, supported by several National Data Analysts entrusted to effectively liaise with local authorities of the targeted countries (Italy, Romania, Latvia, Spain) in order to gather relevant information.

To lead the research team, the OPFA WASTE project consortium is looking for a Research Coordinator entrusted to steer the research by virtue of his/her high level specialization in the field of illicit waste trafficking, specifically of transfrontier shipments of waste. The Research Coordinator will be in charge of leading the research project and its team, ensure quality control of the outputs during each phase of the process and co-draft the report, in close collaboration with a Researcher/Data Analyst, by providing specialized technical inputs.

The short-term assignment will require the Research Coordinator to be hired by SAFE Foundation under the OPFA WASTE Project as an independent consultant (no conflict of interest should exist with own employer) for a limited number of days per month, over the time frame of approximately 6 months, starting from July 2021.
