As part of its ongoing commitment to strengthening Europe’s capacity to respond to Chemical, Biological, Radiological, and Nuclear (CBRN) threats, Fondazione SAFE has officially launched a Call for Proposals for the design and development of an XR Training Vehicle. This initiative is a core component of the EU-funded rescEU-CBRN-DSIM-IT project, which seeks to bolster the EU’s civil protection capabilities through technological innovation and cross-border interoperability.
With a total budget allocation of €570,000 (VAT excluded), the procurement process aims to identify a qualified provider, or consortium of providers, capable of delivering a high-performance mobile training unit that integrates Extended Reality (XR) technologies with real-world response tools.
The XR Training Vehicle will serve as a mobile Command and Control center and advanced simulation platform, equipped to support immersive training programs for emergency response personnel. The unit is expected to incorporate a range of advanced functionalities, including:
- Real-time monitoring and data acquisition, encompassing video, audio, GPS, and biometric data streams;
- XR-based immersive scenario simulations, allowing responders to train under highly realistic conditions;
- Integration of a minimum of 30 connected devices, such as UAVs (drones), wearable sensors, and smart communication systems.
The deadline for submitting proposals is set for 30 June 2025, while all requests for clarifications must be submitted no later than 16 June 2025.
Applicants may submit their proposals via email to safe@safe-europe.eu or by completing the official submission form, accessible at the following link: https://www.safe-europe.eu/trasparenza-en/ . The full Call for Proposals document, including technical specifications, eligibility criteria, and evaluation procedures, is available on the Fondazione SAFE website.
This procurement represents a strategic step in advancing next-generation training methodologies for CBRN emergency management, leveraging XR to deliver scalable, flexible, and highly realistic simulation environments. The XR Training Vehicle will serve as a cornerstone resource in SAFE’s broader efforts to enhance resilience, coordination, and preparedness at the EU level.
Fondazione SAFE invites all qualified entities to contribute their expertise and innovation to this crucial step, helping shape the future of civil protection training in Europe.
