Security and Freedom are fundamental values for our society.

The security challenges of the last decade, in Europe and worldwide, have often promoted a misleading idea that more security and stability can only be achieved through a limitation of personal freedom. SAFE activities aim at disrupting this dichotomy, demonstrating through its daily work that only an improved security context allows citizens to fully enjoy their freedom. At the same time, only a free society can address appropriately the security challenges which it faces, engaging all societal groups in a fight for a better and safer tomorrow.

We implement strategic and operational projects leveraging our own resources and supporting other donors’ initiatives in the areas of

  1. Security sector reform,
  2. Defence, peace and stability,
  3. Freedom and fundamental rights.

As a horizontal area of work, we support donors in the elaboration and implementation of innovative monitoring and evaluation schemes for their project, outlining their technical level impact while equally addressing the social impact of their actions.

Networking of LEAs

Bridging Law Enforcement Agencies is crucial to enhancing cross-border cooperation and facilitating the exchange of information, skills and best practices.

Through its projects, SAFE is actively engaged in supporting and managing networks amid Law Enforcement Agencies, including the Balkan Asset Management Interagency Network (BAMIN) Secretariat, managed by SAFE, and the DronEUnit Network, where it covers the role of management coordinator and partner in charge of the fundraising.

BAMIN: Informal network of practitioners (to date coming from 14 different countries) working at the operational level within Asset Management Offices/Agencies, or within the institution/department mandated to deal with the management/disposal of criminal assets for their jurisdictions.

DronEUnit: Growing network bringing together LEAs already operating drones, and LEAs willing to create dedicated units, with the goal of guaranteeing increased situational awareness to the authorities and further secure urban areas and soft targets in the European Union and its partner countries.

SSR Training

Security Sector Reform (SSR) aims at increasing the safety of citizens by enhancing the efficiency of security and justice providers. Within this context, SSR Training is fundamental in further consolidating the operational capacity and skills of Law Enforcement Agencies (and their personnel) but also of Public/Private Operators of Critical Infrastructures (CIs), ensuring the relentless provision of key services.

SAFE is providing highly specializing SSR training against CBRNe events to Personal Guards and Public/Private Operators of CIs to ensure the good functioning of the Infrastructure and the protection of the Chain of Command, was a CBRNe event to occur.

As part of its commitments, SAFE is also organizing the “Be Smart Stay Safe” Hostile Environment Awareness Training (HEAT) whose goal is to provide participants with a set of competencies critical to their personal security and safety awareness when in high-risk countries and facing challenging situations.

Innovation in Security sector

The security of people is a top priority for both public and private bodies, with emerging threats constantly challenging Security Sector Operators and requiring them to continuously update their organizational structure, technical skills, and technological tools to effectively deal with the liquid nature of criminals and their modus operandi.

In line with the above, by leveraging its own funds and those of international donors, SAFE designs and implements high-impact projects with the aim of refining organizational procedures, developing new competencies, sharing technological knowledge, and creating new operational tools for LEAs (Law Enforcement Agencies) and Security Operators alike. Among others, SAFE strives to foster innovation and enhance technical capabilities with regard to the following areas:

Drones for Urban Monitoring
– Capacity Building applied to Cybersecurity and Cryptocurrencies
– Combatting Illicit Trafficking (e.g. waste, and cultural goods)
– Countering Disinformation in fragile states
Virtual Reality for Training Applications

Police reform

Trust and confidence in the police and other law enforcement agencies are fundamental prerequisites for effective rule of law. SAFE activities span from mentoring and on-the-job coaching of police officers to the institutional development of law enforcement agencies and reinforcement of community policing within Europe and beyond.

Defence Sector – Transferring know-how and Innovation

The Armed Forces are not only an expression of a country’s ability to defend itself from external attacks. In many contexts, they represent a crucial partner to achieve increased stabilization of sensitive areas, to arrange joint civil-military interventions, and a driving force for high-level technological innovation.

However, this does not mean that through its projects SAFE promotes the development of armaments of any kind, which it does not. At SAFE, we consider the joint work with the Armed Forces of EU and non-EU countries crucial to:

Developing new Dual Technologies (for the safety of citizens)
Transferring skills and Know-How through the provision of specialized training in areas of fundamental importance, including the CBRNe sector, CIMIC activities in conflict or post-conflict contexts, or in respect of human rights within military contexts.

In the field of technological innovation, SAFE proposes itself as a partner for capacitive research and development projects financed by the European Union through programs such as PADR, EDIDP, and, since 2021, EDF.

Last but not least, collaboration with the Armed Forces can, in some jurisdictions, be essential for effective collaboration with “gendarmerie” police forces (for example, the Carabinieri in Italy). In this regard, SAFE was among the very first Italian actors to collaborate with the armed forces on European projects, particularly in the Middle East.

Disaster risk management and Emergency management

In the field of Emergency and Disaster Management, the term “threat” can be interpreted differently.

Whereas “threats” generated from natural forces are the most predictable and include thunderstorms, floods, tornados, hurricanes, winter storms, droughts, wildfires, landslides, earthquakes, tsunamis, volcanos, and dam failures, there are also other threats including technological (man-made) hazards, such as hazardous material releases and spills, acts of terrorism, and nuclear accidents, as well as animal health emergencies, such as outbreaks of foreign animal diseases.

To effectively address said threats, it is advisable to adopt an approach based on the following pillars: Prevention, Preparedness, Response, Recovery.

Prevention: Actions or Measures undertaken in advance, also known as mitigation, which should be put forward on a regular basis. Examples include back-burning or constructing sea walls, having alternative sources of electricity, or alternative communication systems in place.

Preparedness: Actions or Measures to be put forward on a regular basis that includes making arrangements, creating and testing plans, providing training, educating, and sharing information.

Response: The assistance and intervention delivered during or immediately after the outbreak of an emergency – usually measured in hours, days or weeks. The focus is usually placed upon saving lives and protecting community assets (buildings, roads, animals, crops, infrastructure).

Recovery: The coordinated process of supporting emergency-affected communities in the reconstruction of physical infrastructures and in the restoration of emotional, social, economic and physical wellbeing. Usually measured in months and/or years.

In the field of disaster and emergency management, SAFE is engaged on various levels:

Actively collaborates in conjunction with institutional bodies with the aim of improving existing methods and processes, finding the best fit-for-purpose solutions.
Encourage stakeholders to seek and explore innovative solutions and meet community-related needs across all phases of the disaster management cycle.
Monitor the practice of continuous improvement. This involves the regular evaluation and subsequent improvement of processes and arrangements aimed at ensuring their continued relevance, efficiency, efficacy, and flexibility.
Ensure the sharing of relevant initiatives across the disaster management sector to promote innovation, efficiency, and efficacy.

Protection of Critical Infrastructures

Operators of public spaces and of Critical Infrastructures (CIs), along with the armed forces and emergency responders are more and more confronted with many and varied types of events, natural or man-made, threatening the functioning of the infrastructure, the security of its operators and employees, and the general public. Amongst these threats, CBRNe events are gaining relevance due to their potentially disruptive impact on the population and the environment, the provision of basic services (i.e. availability of means of transportation), and the safety of operators of CIs.

Through its projects, let alone the provision of training and equipment, as well as the modernization of procedures and protocols, SAFE is enhancing the CBRNe preparedness and response of Public and Private Operators, First Responders and Armed Forces across Italy, France, Lebanon, Spain, and Romania.

CBRNe Innovation

The last 20 years have demonstrated that both military and civilian actors could be exposed to highly hazardous CBRNe agents following conflicts, natural outbreaks/disasters, industrial incidents, and terrorist attacks. Protection against such threats is therefore crucial to the preservation and encouragement of peace and security worldwide, guaranteeing increased safety to the personnel engaged in dealing with and responding to such threats.

By designing and implementing projects promoting innovative CBRNe equipment, tools, and approaches, SAFE actively supports innovation and selects innovative Systems for timely, efficient, comfortable, and effective protection against emerging threats. As such, SAFE activities include the selection, purchase, and delivery of CBRNe equipment in Europe and the Middle East, ensuring a sound management of international procedures including the Regulation (EC) No 428/2009 about Dual-use trade controls as consolidated in 2017).

To remark its commitment towards leading and delivering training activities for CBRNe operators and military personnel, SAFE is investing concrete resources to integrate classic training curricula (based on both EU and NATO standards) with modern technological solutions (such as Virtual Reality) for a variety of purposes.

These include, but are not limited to:

– Achieve greater engagement in the Target Audience
– Achieve increased learning and retention outcomes
– Enable the quick and cost-efficient upgrade of training programs and tools, keeping up with emerging threats and operational procedures paramount in a fast-changing environment like the CBRNe one.

CBRNe Risk mitigation

SAFE is a member of the Italian CBRN-P3 Cluster (technological, industrial, and institutional cluster for the Preparation, Prevention, and Protection of the population and the environment from CBRN risks) and partner in charge for its fundraising. In line with the above, SAFE has committed to make contacts and establish cooperation with the most important players in the CBRNe domain with the aim of establishing a stable and coordinated structure for the CBRNe sector itself, promoting innovation, technological development, and Public-Private partnerships

The importance of the CBRNe thematic area is its structural propensity to be a driving force for growth and an incentive to invest in Research & Development of new technologies, production processes, or safety procedures. SAFE works hard to make CBRNe research less expensive, widespread, and interconnected, breaking down the barriers between public and private actors and encouraging collaboration in the CBRNe industrial fabric, combating fragmentation.

With a focus on CBRNe Risk Mitigation, SAFE currently coordinates donor-funded security and defense projects for a total value of over 7M€.

Against this backdrop, by developing ad hoc training activities and innovative operational guidelines, SAFE strives to forge resilient security institutions, Critical Infrastructures and first responders to withstand internal and external pressures and shocks, further contributing to strengthening the rule of law and the continuous progress towards the alignment to international legal frameworks, principles, and standards in the CBRNE-related domains.

Mediation and Peacebuilding

Peace is a fundamental enabler of economic, social, and human development. Several countries are still facing complex internal or external conflicts that must be tackled through local, regional, and international dialogue and confidence-building measures. At all these levels, involved actors require world-class technical expertise, capacity building efforts, and strategic support.

SAFE supports local and international actors for the implementation of effective dialogues projects in conflict and post-conflict countries, through the deployment of high-level expertise, facilitation of dialogue opportunities, specialized training, and technical assistance.

Social Innovation

“Social innovations are defined as new ideas that satisfy social needs more effectively than existing alternatives and which, at the same time, create new relationships and new collaborations.” (Social Innovation White Paper).

As SAFE Association, we are strongly committed to the definition and management of Social Innovation projects that can act as a lever for the development and empowerment of local territories and the people populating them. We work alongside numerous local authorities (municipalities, associations, social cooperatives, etc.) to craft and test innovative and sustainable solutions designed to address the social needs of communities. Our highly customizable proposals have manifold aims such as promoting the harmonious development of the local socio-economic fabric (by delivering educational training and giving support to young people), encouraging an ethical and supportive corporate culture, but also facilitating social and work integration processes to the benefit of vulnerable subjects.

In the past years, in partnership with the “social-oriented” company ETHIC srl, SAFE has supported public and private entities nationwide in the creation of business incubators and innovation workshops aimed at soliciting youth entrepreneurship, emancipating young talents, and encouraging them to make treasure of the opportunities offered by their territory of origin. In collaboration with schools, we have designed innovative and replicable projects to combat high schools’ educational poverty and together with public bodies and other strategic players in the area, have developed new forms of community welfare of public-private mold.

Protection of Fundamental Rights

At SAFE we believe that only a free society can address appropriately the security challenges which it faces, engaging all societal groups in a fight for a better and SAFEr tomorrow. With that in mind, SAFE pairs the promotion of increased security with the protection of fundamental rights.

Case studies:

– In the project EULEAD (Libya Expertise, Advisory and Deployment), by educating Libyan social media users on how to protect themselves from disinformation, SAFE is strengthening the capability of international and Libyan institutions to address key conflict threats in a conflict-sensitive and human right compliant manner, advocating for the freedom of information without external interference.

– In the project TRANSTUN (TRANSnational TUNnel operational CBRN risk mitigation), by increasing the preparedness, response and coordination of and between security operators and first responders – were a CBRN event to occur in a trans-border tunnel of the EU -, SAFE is advocating for the freedom of movement, ensuring that all the relevant actors are prepared to maintain trans-border tunnels open, safe and operational.

– In the project RESIST (REilience Support for critical Infrastructures through Standardised Training on CBRN), by updating operational protocols/procedures and providing CBRN equipment/training to operators of private and public Critical Infrastructures, thus enabling the facility to remain operational and increasing the coordination between the formers and first responders, SAFE is contributing to further securing the facility and its employees, advocating for the security of person and the right of access to services of general economic interest.

– In the project OPFA WASTE (OPerational FAcility for fighting illicit WASTE trafficking), by making available to law enforcement agencies of the EU an operational facility to finance open investigations in the field of IWT, SAFE is advocating for the right to environmental protection.

Specialized M&E systems for Security and Rule of Law Projects

A Monitoring and Evaluation Unit at SAFE is in charge of supporting donors in the elaboration and implementation of innovative monitoring and evaluation schemes, outlining the technical and social impact of their actions.

This Unit builds on a solid expertise in delivering high quality services to assess and monitor efficiency and impact of programs and interventions, helping our partners to better understand how to improve efficiency across their management system, better focusing their activities and use of scarce resources, thus increasing the overall short and long term impact of their interventions and increasing the chances of their interventions being sustainable in the long run.

SAFE in-house evaluation team combines an experience of over 25 years in evaluation, having assessed over 300 projects and programmes worldwide in the areas of Security, Homa Affairs, Fight against crime and Rule of Law, for a total combined budget of over 1 Billion €.
